Data Loss Due to Malfunctioning Recycle Bin - Where's the data?

Our recycle bin is broken. We recently emptied a very large recycle bin and now it doesn't work at all.
When a node is deleted it does not display in the recyle bin. When clicking on thet triangle to open recyle bin, the visual circular icon spins but does not open it. Eventually, it times out and foes back to a normal display, but no display of recycled files.
Now we have accidentally deleted data and can't get it except from a tape backup.
