Not sure if this is still an issue in latest releases. We have some clients running 4.7.1.1 where we don't have this problem. We also have a single client running 4.7.1 where we have not heard any complaints about this issue. But that can easily be because they use a browser where the issue is not present.
How many clients do you have on 4.7.1? Is it one client that is troubled by this issue? Or do you have more clients on this version?
Perhaps it would be an idea to get in touch with Umbraco HQ if you or the client have bought the complete or confidence license. I'm thinking they can perhaps be able to help you out with a fix of the issue since I don't believe it will help anything to report it on the issue tracker due to the Umbraco version being old.
I think that is your best option to have it fixed if the license covers old versions (Can't remember the details exactly I must admit).
We are the developer and client. This is in-house system. The anchor links fail completely in IE, in Chrome a blank image is inserted, and in FF everything works fine. This is just another example of Umbraco bug whackamole. Even we had a confidence license, I doubt is this would be fixed. It's just another hassle with TinyMCE, which Umbraco is forever behind on in upgrading.
I have been taking advantage of this on a client of ours but must admit it was a coincidence that the client was on 4.10 and not 4.7.x - I'm sure I would have gotten a polite answer telling me that support is only covered from 4.10 and up.
However the good news is that I myself have not been able to reproduce this issue in 4.11. So perhaps you could try and do a quick test installation of 4.11 and see if you can reproduce in this version?
Anchor Links Failing/Malfunctioning in TinyMCE (Chrome and IE)
Note: Firefox does not have this problem
There have a number of posts re: this and its broken, at least in 4.71.
1. Chrome - create anchor it Tiny - publishing destroys the anchor in Tiny and inserts a blank image tag.
2. IE10 - Anchor created but only a blank space appears rather than an icon. You can only see this in the HTML mode.

Yeah I just investigated the confidence license terms. Turns out that if you're running Umbraco 4.10+ you can get bugs fixed, which it says in the conditions here http://umbraco.com/media/168711/umbraco_support_terms_and_conditions.pdf
