Try hitting the HTML button and see if you can see what it is (name, id etc.) - maybe that'll give you a hint to how it got there... or we can help you :-)
What rendering mode is IE using? And what is the specific version? From the screendump above I'm thinking "Quirks mode"...some CMS'es require that but Umbraco does not...
Otherwise...could you inform us a bit more about your machine and if you're using a VPN or something like that?
We have a handfull of clients running the mentioned version of Umbraco using IE8 and 9 and they don't see the above issue.
RTE frame in IE

I am using an solution 4.7.1.1
In IE a strange frame appears when editing content in RTE.
Has anyone seen this? Maybe a fix.

Hi,
I use IE10, the client who have the same prob. use IE9.
We are not using VPN or anything like that.
I tried several rendering modes.
If i run it in either IE8,9,10 in quirks mode, it works. But thats not something I can ask this client to do.
I suddenly remember, that this solution is upgraded from version. 4.6.1 to 4.7.1.1
That might have something to do with the problem.
