Umbraco "Publish At" does not keep permission settings in mind

One of our clients has been suffering from a bug in which, if a writer without publishing permissions sets a "publish at" date for any content within the website, the content will automatically publish on the set date without authorization required from the administrator or editor of the website. This is despite writer accounts not having permission to do so.
I tested this problem on a local version of Umbraco using MVC, with default settings and a writer account. The same bug occurred on my local version.
My conclusion is that the bug is Umbraco based. The clients version of Umbraco is v4.11.9 while my local version is v4.11.8.
Note that if a writer sends content to approval without a publish at date, the content will await approval.
