I think you should report this as a bug on the issue tracker so the entire HQ know there is an issue with the toolbar not sticky in 7.2.2. Settings editor. Please create your issue here: http://issues.umbraco.org/

It's should be reported on the issue tracker as Dennis says but I think you should consider giving it a label of "Feature request" since this is not a bug but intended behaviour even though it's not ideal. The direct link to the issue tracker is http://issues.umbraco.org/issues
I know that HQ are working on improving the experience when using the internal code editor so that color highlighting will work better and perhaps just perhaps there will be some kind of intellisense - But that is something in the future. Perhaps! :) But suggestion to improve this as well I think would be very nice indeed.
intended? don't think so. in all previous versions i installed, this toolbar used to stick and stay visible so I could insert my macros in layouts easy :-)

Hi, when scrolling in template editor, the toolbar does not stick. So on a long page, the toolbar buttons are not clickable.
