I want to make a Chinese language file, but need help!

All Chinese text value need be included in <[CDATA[Chinese Text]]>

I hope one of core team developers can help me, use regular find/replace in VS to change en.xml, to let every value to be included by <[CDATA[......]]>, then give it to me, I will spend time to translate it to Chinese. Thanks.
