I've just discovered that users require 70 Karma points to be able to vote for packages. I wonder if this is the reason why so many packages seem to have a high download rate but low vote count. It also may be the reason why we see the same (lovely) people voting for different packages.
Users of starter packages would usually have low karma points and therefore not be able to vote on packages that could benefit them.
I'd really like to see a 'Most popular now' concept being used on the projects page that was based on the last week of downloads. Potentially this could be incorporated into the repository too.
This issue may be restricted to Starter Packages as they are intended for usage by beginners, however with the 4.6 release having a focus on starter packages and skinning I think the issue is worth thinking about.
