Would it be possible to add a request for "duplicate a user" into the admin?
I found today when setting up a user in an editor capacity that they needed access to some content nodes but not others. Then needed to create another user with the same permissions but the editor group has different "overall" options.
Makes sense. The best place to log feature requests is on the Codeplex issue tracker, and link it back here so others can vote for it.
In the interim, I wonder if the Usergroup Permissions package might help you, it allows you to assign group-based permissions instead of per-user. So you could just add your new user to this group and their permissions would be ready to go.
