EnablePropertyValueConverters = false not working

This is Umbraco version 7.7.4.

When I disable property value converters, I expect it to give me raw integer IDs, but instead I still get a list of IPublishedContent back. This is on both the new media picker and the new multi node picker.

How did you disable propertyValueConverters?

Did you rebuild ModelsBulder's models?

I changed

I haven't done anything with the modelbuilders (but that is disabled as well via Umbraco.ModelsBuilder.Enable = false in web.config)
