I don't think that there is any documentation on this actually. But it should be fairly simple.
You would need to start by definingen your document types and content structure and configure any needed datatypes/property editors and of course some templates and macros to be used for the site.
Then you will also need to create some CSS, HTML and JavaScript.
When your desired starting point is in place you can go to the "Developer" section and choose to create a package.
In the package you can include your document types, templates, property editors etc. - You can also include your external files as well.

I've Done all your steps and created a package but the media files which all are rendered by CMS are not stored in package and we cannot get media files as package
