I have setup my users in the back end to have only "Browse Node" permissions to everything by default. I then give them the following permissions to their specific sections of the site:
Audit Trail
Copy
Delete
Move
Create
Rollback
Sort
Send To Publish
Update
My users can edit the pages they have been given access to, but they cannot create pages in their sections even though they have the "Create" permission for each page in their section. The big green "Save and Send For Approval" button at the bottom is missing when they try to create a page. All they have is the "Preview" button.

Just found that if they click the "Preview" button it will do a save and then the big green "Save and Send For Approval" button appears.
