I just tried setting up a property using the Media picker in version 7.1.3, 7.1.4, 7.1.5, 7.1.6 and 7.1.8, and the media picker are looking in the media section and I can select a single image or a folder that contains images.
Maybe if you're using version 7 you didn't notice that hovering over a folder in a media picker pops up the "SELECT" button that indeed selects the folder on click instead of opening it:

It's not possible with the "Media picker" and the "Content picker" only looks in the content tree
