Is the new grid layout property editor intended for content editors to be able to pick layouts that will render inside a div on a template?
Or are they for developers to arrange content entry screens so content editors will see the content they're entering in a layout that resembles what the site will render when the content is published?

I guess it can be used in any way you fancy really. But the intention is for the developer to set it up so the editor has a lot of flexibility in regards to building up pages, which has different layout but with them just focusing on adding content resting assured that it will look nice no matter how they structure it.
