Do you get a 404 screen if you click the link right next to where it says "url" below the "UmbracoCMS1" headline? I suspect you have clicked the "Start here" link and I think it may point to a wrong path, since the /install folder has been moved to another location in the later releases of Umbraco.
Once you get past this screen the rest should be fairly easy - Try my suggestion first and if it does not work then please refer to the documentation I linked above.
Ok, but the good news is that you have actually got Umbraco up and running.
The bad news is that the "Start here" link from within webmatrix is broken and confusing since it takes you to an outdated installation path. That is just plain confusing so I understand your frustration since this is not user friendly at all.
So bottom line is...don't use those links from within webmatrix.
As the first screendump displays you have succefully installed Umbraco and there is a "Home" node in your content section. So during the installation process did you just hit the green "Install" button or did you hit the "Customize" button right next to it? If not then you have probably got a site up and running on the "Fanoe" starter kit, which is the default. Unfortunately it's not something that can be changed after the installation is done.
So unfortunately you need to run the installation once again and when faced with installation guide look for the "Customize" button. Then you will be able to choose a database (CE SQL is default and fine if you're trust trying things out) and then you get to choose a starter kit before the installation begins.

If you don't mind I think it would be a good idea to file an issue about this on the http://issues.umbraco.org/issues tracker here...then HQ will have a chance to get notified and have these issues fixed so others don't get confused about them as well.
WebMatrix - Starter kit -> The resource cannot be found

This is the very first time im am instaling WebMatrix and Umbraco.
After intaling i wanted to install a starter kit, but "The resource cannot be found".
How can i fix that and instal a starter kit?

No, the url: http://localhost:1583/ works just fine and sends me to a defaultpage; Umbraco Txt A responsive starter kit for Umbraco.
I used the guide you come to when clicking "download" here: http://umbraco.com/products, and then "Install webmatrix" button - it looks quite different compared to the link you postet. (http://www.microsoft.com/web/post/installing-umbraco-with-webmatrix)
I will try to delete everything and re-install the whole package.
