I've created a new editor in Umbraco 7, of which we do not want them to publish the content. I see there is a Send for Approval - but no email actually gets sent unless someone i.e. another user decides that they wish to get notifications for when a particular page is published. Ideally I want an administrator to decide what user should receive the notifications, rather that the specific user taking it upon themselves to decide if they want the notification or not.
I don't think this is currently possible - But perhaps it's a good idea to file a feature request for this on the issue tracker at http://issues.umbraco.org/issues
