One feature always missing in the core functionality of 4/6
was the ability to hide a tab or fields from the content
manager. There were various packages attempting this, but does anyone
know of something for 7, or ideally if this will available in the core version

Perhaps you should take a look at the package called backoffice tweaking, it´s now in beta, but with this package you should be able to hide some backoffice controls (tabs, properties, buttons, panels, ...) for certain User Types, Users and/or Content Types.
