A my not simple doubt: Umbraco7 or not Umbraco7...this the doubt

I need to start a web mvc application.
I wish to use Umbraco for it, but I'm not sure for this.
I know well Umbraco and I use it in the past to build a tracking assett web application.
    Some words on project:
The main focus is a document management workflow for assurance company. Will be from 50 / 100 agents where each of them have their customers. The agents put in customers and contracts with some scanned docs. The company backoffice review them and says yes or not plus put in final contract. The Agents download them. Last: some statitistics...
After with WebApi, I'll build a mobile app.
May be Umbraco a good point of start or not?
    Thank you.

The functionality that you'd be able to use Umbraco for could be:

    • Authentication
    • Document storage (if the document count and size aren't excessive). I'd also recommend using http://soetemansoftware.nl/media-protect to secure the Media for user types
    • Any content management (obviously)
    • Dashboard for admin systems (rather than creating screens yourself)
    • Dashboard for statistics
From what I understand, everything else would be custom/bespoke development

Document storage: Why Do you says: if the document count and size aren't excessive?

Do you says that Umbraco is a good point of start?
