We can see images on pages, but can't add them. So, I think that it isn't problem with permission.
When we installed Umbraco at the first time, it was as described. When we migrated site, we just copied the file and changed the config files. I want to clarify that the second problem happens with an old version of the site, which we installed correct.
Problem when using Media (Media Picker & Media section)
Hello!
I have the problem with Media Content:
1. When I'm trying to add images via Media Picker images do not appear, see attachment (MediaPickerIssue).
This problem originated after migration site from one Azure Web-application to another.
2. When I'm trying to open Media section during 3-5 minutes nothing happens, then error appears, see attachment (MediaTreeIssue) below.
I can't say when this problem appeared.
I'm asking you to help with this. Thank you in advance.

1. Umbraco version 7.1.4 assembly: 1.0.5261.28127
2. Site is hosted on Azure Web-application.

It looks like you have problems with permissions to media folder. Is it fine ?
Did you upload Umbraco solution to Azure as described here ?
