    Can't create 2nd site

    I have an Umbraco 7 site, and I'd like to put a 2nd site next to it.

    For some reason, the "Content" section on this installation has lost it's ellipses. I have created a 2nd Document Type, and have marked it as "Allow at root", but there are no ellipses on the "Content" section to create a second site. 

    As an experiment, I tried copying the site, and I get an error message: 
    Authorization error: Unauthorized access to URL:
    /umbraco/backoffice/UmbracoApi/Content/PostCopy
    with data:
    {"parentId":"-1","id":"1071","relateToOriginal":false}
    Contact your administrator for information.

    As a 2nd experiment, I added a new site programmatically with -1 as the parentID, and it worked -- I can see the node in the database and in the umbraco.config xml document; however it does not show up in the navigation. 

    Any ideas?
