I suppose I don't need to use a package but I do like the way Cogworks gets a list of all the cookies on your site and allows you to add descriptions for each one to be displayed in "cookie policy" type page (if only I can get the dang thing to work properly).
Yes, I did get it to work, but I didn't use all the functionality. I only used the "cookie pop up" message and then made it link to a "privacy and cookie policy" page. Here is the url of my website if you want to see it in action:
