I have all the permissions on the folder App_data.

This error can occur if the application pool that is associated with the website doesn't start.
To troubleshoot check the Event Viewer / System log. Events are logged in the System log if the application pool fails to start.
Running iisreset command in cmd with administrator privileges solved this for me.

This error can occur if the application pool that is associated with the website doesn't start.
To troubleshoot check the Event Viewer / System log. Events are logged in the System log if the application pool fails to start.
Running iisreset command in cmd with administrator privileges solved this for me.
