Also, when you login to the new server back office, changes will not save. By the way when I try to publish a template using Courier it actually says it has deployed, but the changes are not made on the new server.
The latest version of Courier at the moment is 2.51.4, so could you please try upgrade, and see if this resolve your problem that you are having with 2.51.3

We always recommend people to use the latest version of Courier, because bugs has been fixed. http://issues.umbraco.org/issues/COU?q=Due+in+version%3A+2.51.4
