Anchor tags like that the editors should be able to add them? Or like you want to add an anchor manually directly in your templates?
If it's the manual approach you should simply just add it where you need it in your template.
If it's to make it possible for the editors in an easy way I'm afraid that currently there is no good way of doing this - But please ellaborate a bit more on your scenario and let's see if we can figure something out.
