This is one of the ways that people use Umbraco to host multilingual sites - each language is a site, but it is not only for multilingual sites. We have a family of 9 sites in the same Umbraco instance. All of the sites use the same templates and doctypes but have different content and a unique hostname.
It is quite flexible as you can also have common data shared between the sites.
There is a series on Umbraco tv for creating a multilingual site and provides a quick overview. After creating each site you need to configure the hostnames. This is how Umbraco identifes the site being requested. The hostnames can be completely different, subdomains and directories - /en, /fr - for example)
