Essentially the V8 release is a bit of a reset of the codebase for Umbraco, in order to move forwards into the future... having less backwards compatibility or diverse scenarios to maintain enables them to iterate more quickly and with less chance of breaking things.
V7 is still really good and still supports web forms! - and there are no plans for HQ to stop supporting it for a while yet... Although there is a date of September 2023, when Cloud will no longer support V7 - https://our.umbraco.com/documentation/Umbraco8FAQ

I got to umbracoSettings.config ican't see this option
and when add it i get error Object reference not set to an instance of an object.

That's correct Umbraco8 does not support templating via Masterpages, nor Macros via UserControls.
