This seems as though it could also be related to permissions. This was the case for me, for some reason the database was inaccessible which was giving me this same error. For me, it was caused by my website going over their usage and the hosting company suspending my service making my site unreachable. Just something else to consider if anyone else runs into this issue.

Could it be that you manually edited the web.config file or have restarted the install process?
Make sure these values in web.config look like this:

You will probably also need to delete the
Umbraco.sdf
file in theApp_Data
folder, then the installer will have a clean slate for you.FYI. I ran into the same problem. I fixed it by changing the db connection username to umbracoUser. Maybe it will work for you as well...
