Url Tracker / Redirect Url Management - not saving

I seem to have an issue with the built-in Url Tracker, the tracker is enabled but isn't saving any redirects at all, the table umbracoRedirectUrl is completely empty and no records ever appear. Is anyone aware of why this would stop / not be working?
I've tried a fresh install, and created a couple of document types / content items and it works on the fresh install site - but not the site I'm currently working on. Any pointers towards things I can check / fix?
I am still getting this issue even with 9.3.0 installed.
Any ideas what I can try? The DB schema looks correct when compared with a fresh install and even removing all cultures / languages apart from en-US and deleting all cultures / hostname entries does not seem to help.

Works correctly for me in my local environment (SQL CE) after upgrading from 9.2.0 to 9.3.0.
The build in redirect manager is not saving redirected pages when names change in version 13.
