Without editing/writing your own version of the tag control there isn't a way of limiting the number.
Why is this a problem - you could get your code to only look at the first 3 tags if you need a specific number?
If you need to prevent editors doing too many, we tend to have a multi-content picker based on a specific folder of keywords where they can select up to a maximum number. The editor can then add additional keywords to this folder but it makes the keywords more focussed using this approach.
