I believe Courier and Contour (aka, Umbraco Forms) use the same licensing system (i.e., the Umbraco.Licensing.dll file). I have had issues on a number of my sites where Contour simply does not recognize the license for some reason (I get tons of entries in umbraco.licensing.log.txt saying the license is invalid).
I'm not aware of a fix. I did report the bug to the core team (via the issue tracker, the forum, and their support system when logged into Umbraco.com), but they never responded with a fix.
