Umbraco form entries export only works on debug mode.

I am getting an issue on our site at the moment that the export for umbraco form entries does not work if you have the configuration set as debug=false.
As soon as you set this as true it works as expected.
The error i'm getting in the logs is : 2017-01-09 16:28:17,553 [P1764/D28/T40] ERROR Umbraco.Core.UmbracoApplicationBase - An unhandled exception occurred
System.IO.Compression.ZLibException: The stream state of the underlying compression routine is inconsistent.
