I want to export a list of all the members in CSV or another format from Umbraco Heartcore as shown in the attached screenshot.

That's not an available feature.
For retrieving members there's only one method available - https://our.umbraco.com/documentation/Umbraco-Heartcore/API-Documentation/Content-Management/member/#get-by-username
If you wish for a feature to fetch members in bulk then I recommend raising a feature request here -https://github.com/umbraco/Umbraco.Heartcore.Issues/issues
