When should each of these be used?
Is one for webforms and the other mvc based? or can both be used in any 4.11 setup?

Yup that' correct 1 is webforms (is a usercontrol with webcontrols) that one can be used of you are using masterpages and have a form with runat server attribute
The Razor one is mvc based
FYI... just implemented both versions into a webforms site and they both appear to function... ;-)
Yup the razor one also works on webforms :)
