They can access the contour section as I have allowed that section in the user settings, however, when you drop down the Forms dropdown they are unable to see the form, workflows or entries.
When I log is as the admin I can see these fine, does anyone know what I need to check or change?
I sorted this by changing to user role to "Administrator" from "Editor" (though only allowing the user into the Contour section). Hope this helps someone. :-)

Try checking in the user section to see what permissions have been set on the individual user.
