If they're both on different domains, then I think the answer is yes (Contour is licensed per domain). If they're on sub-domains of the same domains then you should be OK, as the license covers all sub-domains of the domain that you license it for.
If it's in 1 instance you only need a single license (since it isn't possible to have multiple licenses in the same instance) if the sites aren't on the same domain you can extend a license with an extra domain
