Is it possible to copy forms in Contour?
If not, then how do I create a template? I've seen reference to a config file, but I can't seem to find its location.

You can create new templates in the /umbraco/plugins/contour/contour.config file

Can you add values to (dropdown/checkbox/radio) lists at all?
If so what is the syntax in the xml? I have searched high and low...

I discovered with this that you just create the form, export it with a right-click and then dump it in a directory in your solution. Brilliant!!
Seems to have worked as Michael described except I had to keep changing out the GUID manually in the .ucf file
<Form>ae45771d-6cad-4a7c-a386-e7397c75ed5a</Form> <!--changed this everytime I cloned it-->
@Kevin you are probably using an older version, was a bug where it would fail with existing guids
Cool - in the current version its simply a matter of copying the ucf (export form) to /plugins/umbracoContour/templates
