I am using Courier 2 and created a revision on my production server which I then transfered from to my dev server. Some content pages were broken complaining about missing DAMP. When I went to the installed packages there were no packages installed there on the dev install that I have got in my current production (except for Courier2 and the standards).
Courier can only detect what dlls and other files are needed, it cannot detect if a 3rd party parckage is required or how it should be configured, so yes, in the case of DAMP, you will require to install it manually
