How many licenses would you need for a following setup:
Local dev: client-name.local
Central dev env: dev.client-name.company.be
Staging env: sta.client-name.company.be
Live env: client-name.be
Would a single license suffice, or do I need two? I can always rename local dev to dev.client-name.company.be.local if that could reduce on the number of licenses.
You would just need a single license, as you can have 1 live top-level domain and 2 dev ones, and any localhost / .local domain will work as well as far as I recall
One additional question regarding the transfering of data. Can you use Courier (Express) to transfer data from a local dev machine to remote dev site and vice versa? (Especially the versa part is important, I want to be sure I can do stuff on the remote dev machine and pull those changes to my local dev instance)?
site1.com, site2.com, site3.com, site4.com within the same installation. One license is needed per domain even tho these are in the same installation, right?

Yup, you can enable courier to pull from another location and vice versa (enable it in courier.config)

You only need a single domain as Courier only needs a single domain to connect to a specific site, no matter how how many domains are running on it
For contour, you can buy additional domains for each additional toplevel domain you need.
