Hello, how can I get a document to transfer with automatically being published on the destination server?

It looks like the properties are sent correctly (via courier) with the correct "Publish At" time and date, however, the content is automatically published.  Is there a way to override this (or set a flag) so that it remains in the same state as the source server?
