On the target website, Compare and Install shows 0 items though the revision has many documents and files. Upon further investigation the revision folder on the source and target sites are different. On the source site, the .couriercompare and manifext.xml files and located under /revisions/RevisionXXX/. After transfering to the target site, both these files are moved/located under /revisions/RevisionXXX/resources/.
To resolve this issue, on the target site I had to manually copy both the files to /revisions/RevisionXXX/.
This is wierd as I thought the folder structure on the source and target site should be the same.
I am not sure if I am doing anything wrong. Has anyone seen this issue before?

I am facing the same problem. I wonder, did you ever resolve this? (umbraco 4.5.2, courier 2.7.1)
I upgraded courier to the latest version and it worked fine. If you are using the latest version, I am not sure what the issue could be.
