Templates and CSS don't deploy

I have Courier 2.5.1 installed on a Dev site and Prod site. When I make a change to a stylesheet or template and deploy them from Dev to Prod, the changes are not showing up. I don't get any errors and there's nothing in the Courier logs. Content changes work fine, just not Templates or CSS. Am I missing something?

I am facing completly the same issue - file is transferred but is not showing up after pressing "compare and install" on production environment
