Access to user groups when not part of the admin group
Umbraco V7.15.3.
I'm in a user group which has been given every single admin option available. I.e the Assign Access I have everything listed. Default permissions, everything is enabled.
However I still cannot edit any other user groups bar the one I'm in or ones I have created.
If I get made a member of the administrator group I can. Why is this the case? The group I'm in can do everything else in the back office.

Is this a bug in Umbraco? Or intended behaviour?
