Umbraco Forms help needed. We have an editor that is unable to see the list of forms in the Select a form dialog, as shown in the image below.
We're thinking it might be due to an indexing problem. However, other editors do not see this issue. The user permissions appear to be setup correctly, both in the User and Forms permission.
Has anyone come across this issue and found a solution?

Yes, the user has permission to managing forms, but not for managing the data. She is our primary publisher on the site.
This issue has happened off and on for her over several months. Initially it seemed to be a lag in the indexer, after waiting for a few hours the forms would show. But, not this time. But then much later the forms will show for her.
I'm hoping someone else has come across this strange issue.

Does the user have access to any of the forms? How does the form section look when the editor browses that?
