I would say not.
There is a who load of version history that's associated with the user. My guess is that the user would need to exist in Umbraco DB for all this to function.
With that said though, I suppose you could automate creating the Umbraco member programmatically rather it been a manual process.

Is there any ways to use azure account login directly to umbraco without manually create umbraco user account and link to it?
