    The service is unavailable. when upgrading umbraco

    Upgrading from umbraco 8.6.2 to 8.6.4 I get this error The project is set with surface controllers

    The service is unavailable.

    The instalations is set with nuget package. 1) I updated UmbracoCms and then I choosed "No to All" When I run umbraco it get the error "The service is unavailable. "

    Then with a new copy I tryied copy folder "umbraco" and "bin" and keep all my files and replaced the files that come from 8.6.4 instalation and then I run umbraco and get the error "The service is unavailable. "

    I just needed run visual studio as administrator
