Once logged in to Umbraco select Users from the top menu. Then, in the top-right (just below the search, help, and account icons) select Groups. Select the group that pertains to the editors you wish to modify. In my case it was the group named Editors. From there you can turn off various permissions. In my case I turned off Create Content Templates.
Disable the "Create Content Templates..." Feature
Is it possible to disable the "Create Content Templates" feature? I would like to have that item completely hidden from the Actions menu.
Never mind, I found it under the various Groups permissions.
