Is there a package that is something like the Tags, that is a dropdown or an combo autofill dropdown that has an option to add more tags?

I am looking if anyone has made a package that would be like a the Tag property that is like a dropdown, but also allows a user to create a new tag from an option from the dropdown. I mocked something up. If not, I was going to look at creating one by digging into the Tag property, forking the code and updating the UI. Or is that not the way to go. The only reason is that I don't want to have to have my package make a completely different table, but if that is what it takes, I guess I can go that route, unless someone has some other pointers. This would be for the content editor to add new tags to a post or page so they can have a list of tags that already exist or they can add their own without the developer needing to add values to the datatype.
