Redirect URL management - Can we change location?

Is it possible to change the location of the Redirect URL management tool in Umbraco 8? Currently it is in the Content section - we would like to move it to the Settings location so we can restrict people from using it.

In 7 we could change the location in the config file but we can't see this in 8.
