The Issue:
I have an issue where a custom user administrator group cannot assign new users to any group but their own.
Details
The group has permissions to users (and most other sections)
We use a custom administrator group because we do not want the end client seeing or changing settings.
However they need to be able to add a new user to a variety of groups and currently it seems almost like Umbraco cannot do this.
A possible solution - Apply every user group you wish them to be able to administer.
This is not pretty but it works.
