I recently upgraded to V8.6.3 and I am noticing that the Developer section is missing. Is anyone seeing it?

The developer section was merged with the settings section in v8. So that is where you will find what you need :)
One feature I cant find there is the ability to edit the settings files such as the umbracoSettings.config. Does it require a package?
