Publishing a language variant when fallback language is enabled

IN Umbraco 8, we have a site with two languages. One is configured to fallback to the other.
We're expecting that if this is configured, we should just be able to publish a language variant for a page and this should just take all the content from the fallback variant, so we don't have to fill in the mandatory (and other) fields. Is this not the case?
Do you have to enter all the details of a page when publishing? If so, what's the point of having a fallback language?
